BUSINESS DAY CHECKER: Is this date a working day? Checks if date is a business day (not holiday AND not weekend). Use this when focus is on WORK/NO-WORK status: 'Is tomorrow a business day?', 'Are offices open?', 'Is this a working day in Germany?'. Returns Yes/No + detailed reason (holiday name, weekend, or regular). PREFER THIS over check_holiday when user asks about 'business day' or 'working day'. Fast: <10ms.
