List Holiday Countries

DISCOVERY TOOL: List all 247+ countries with holiday data support. Use this when user asks 'which countries do you support?' or 'do you have data for Brazil?'. Returns country codes and names. For actual holiday data, use get_country_holidays. NOT for checking if a date is a holiday (use check_holiday).

No parameters required - this tool is called without arguments.

countries:Array of {country_code, country_name}
