SINGLE HOLIDAY CHECKER: Is this date a PUBLIC holiday (govt closure) in this country? Use this for simple Yes/No holiday checks like 'Is Dec 25 a holiday in Japan?' or 'Is tomorrow a holiday in Germany?'. Returns holiday name if yes, or null if no. FASTEST holiday tool (<10ms). Checks PUBLIC category only (government office closures). For work/non-work focus, use check_business_day.

Date to check in YYYY-MM-DD format (e.g., '2024-12-25')
